"...This paper has been given the objective to study the basic lines of the European Neighbourhood Policy with respect to CIS countries and specific tools of its implementation applicable to the target States, as well as to assess their effectiveness. Particular attention is given to the analysis of the relationships of the EU with the Ukraine and Moldova, which have become the first among the new neighbour countries to the East in which Brussels has agreed upon and adopted three-year Action plans. The paper analyses the content of those documents and the course of their implementation in 2005.The author is fully conscious that the period of observation of the methods of European Neighbourhood Policy with respect to the CIS countries is rather limited in this paper - actually not longer than one year of its active implementation. This circumstance does not allow us to draw any far-reaching conclusions, but the first effects are already apparent, and some tendencies have been outlined".
