THE CENTRE FOR POLITICAL STUDIES

As a structural division of the IIEPS RAS the Centre for comparative political studies was formed in early 1990s through merging of the earlier existing departments for political studies, foreign-policy studies and the group for studies in Russia's relations with the CIS countries . The Centre comprises 20 research officers, who study political processes and foreign policy of Central and South-East European countries, the CIS and the Baltic states, China, Russia's relations with these countries and groups of states, the European security problems

Head of the Centre - Dr. (Hist.), professor Boris A. Shmelyov - the first Vice-Rector at the International High School, member of Academic Council of DIEPS IE RAS, the editorial board member of "Vlast'" ("Power") and "Sovremennaya Evropa" (Contemporary Europe") journals. Author of 1 monograph and more than 100 research works on the international relations problems (including Russia's foreign policy, european security, security in the Balkan peninsula). In his studies a special focus is made on examing political conflicts in Europe of the 20-th - 21-th centuries, their character and consequences. Executive editor of 15 collective works on problems of the international relations, political transformation in the Central and South-East European countries and in post-Soviet space.

  • Geopolitical and geoeconomic factors in Russia’s energy policy/


Basic fields of the centre’s research:
  • Research of political processes in post-Soviet space, in the Baltic countries; the analysis of relations between the CIS countries, basic ways for these countries’ integration into world political processes.
  • Problems of political cooperation and European security, research of Russia’s policy for European security enforcement.
  • The analysis of Russia’s relations with Central and South-East European countries.
  • Security problems in the Black Sea and Mediterranean regions and in the Balkans.
  • Russia’s energy policy, problems of global energy security.


On a regular basis, the Centre organizes round-table debates with Byelorussians experts on subject of "Russian-Byelorussian relations: problems and perspectives", held alternatively in Moscow and in Minsk, as well as of round-table talks "Russian German relationship and European Security Problems, the materials of the which are published. Many times, the Centre's research assistants presented papers at the Academic Council of the Institute, addressed Memoranda to The Ministry for Foreign Affairs, State Duma Committees and other concerned authorities on topical issues of Russia's national security and Russia's relations with near abroad countries.

Leading researchers

Zarina A. Dadabaeva – Dr. (Politics), leading researcher of the Institute, member of the Russian association of political science, author of 2 monographs, one brochure, above 40 research works, published in Russia, Tajikistan, Italy. Field of research interests includes inter-ethnic conflicts, national relations, political and ethnic crises, migration and demographic processes, subnational conflicts.

Vyacheslav I. Dashichev - Dr.(Hist.), Professor, principal research officer of the Institute , member of a specialized Council for Doctoral Dissertations, DIEPS IE RAS , member of editorial board of Russian-German "Politeconom" journal; Member, executive committee of Marion-Doenhoff Foundation . Author of 2 monographs, 270 research works on the European security problems, Russian foreign policy, international and German-Russian relations . Executive editor of 3 monographs, co-author of 20 collective monographs and collected articles.

Leo P. Delyussin - Dr.(Hist.) principal research officer, professor , member of editorial boards of " Russia and Contemporary World " and " China " (UK) journals . Author of 10 monographs, more than 250 research and publicist works on contemporary historical problems and current situation in China . He investigates the problems of the Russian-Soviet and the Russian-Chinese relations.

Alexei V. Drynochkin - Dr.(Econ.), senior research assistant, senior lecturer. Research area: problems of Central and East European countries' economic policy, aspects of Hungary's foreign economic development. Author of sections in 3 collective monographs and above 100 research works.

Valery L. Musatov – Ph.D. (Hist.), leading research officer, member of the Academic Board of the Institute of Europe RAS, member of Academic Board for the Department for International Economic and Political Studies Institute of Economy RAS, Extraordinary and Plenipotentiary ambassador, honored officer of the Russian Federation Diplomatic Service. Author of one monograph, 80 research papers on historic problems of CEE countries, the Soviet Union and Russia’s cooperation with the regional countries, on Russia’ s foreign policy and international relations.


Igor I. Orlik-Garlik - Dr.(Hist.), Professor , principal research officer, Scholar Emeritus of RF, Member of Academic Councils of DIEPS IE RAS and Diplomatic Academy (RF Ministry for Foreign Affairs); Member of editorial board of "Modern and Contemporary History" journal . Author of 5 monographs and about 230 research works on history of international relations in the 20 th century, Western policy towards the Central and East European countries , contemporary problems in Russian-CEE states' relations . Head of a research project "Russia and Central- Eastern Europe" . Executive editor and member of editorial board of many fundamental research works on the international affairs problems, political economic transformations in the Central and East European countries

Sergey A. Romanenko - Ph.D.(Hist.), leading research officer, author of 2 monographs, chapters in 15 collective monographs and about 105 research works, published in 17 countries of the world with estimated volume of 180 printed quires, covering issues of nationalism, national problems during post-communist period, political structures in Central and East European countries in 19 th -21 st centuries , history of the Yugoslavian peoples, integration and disintegration of multinational states in South-Eastern Europe . Author of lecture courses in MSU and RSHU on subjects related to his research area, cooperates with many Russian and European mass media.

Irina F. Selivanova - Ph.D.(Hist.), leading research officer. Author of about 110 published works, co-author of collective monographs and collected articles with a total volume of about 50 quires, covering socio-political processes in Moldova, Byelarus' and Russia, Russian-Byelorussian integration, Russian-Romanian political relations, settlement in Transdniestrian region and in the Balkans as well as theoretical issues of globalization.

Alexander S.Tsipko – Dr. (Philosophy), professor, chief research officer. Well-known Russian publicist and politologist. Author of books and research publications on the problems of contemporary societal development.
